Winter Storm Warning

... Winter Storm Warning remains in effect until 7 PM EST this
evening...

* locations... Lawrence County Kentucky and portions of western
and northern West Virginia

* hazard types... snow.

* Snow accumulations... 8 to 12 inches for northeast Kentucky and
the tri state area. 4 to 6 inches in the Kanawha valley and
southeast West Virginia... including the Charleston and Beckley
area. 8 to 10 inches in the northern West Virginia lowlands and
the northern West Virginia mountains.

* Timing... rain will change to snow by 10 PM tonight. The snow...
   heavy at times... will continue through the first half of
Thursday.

* Impacts... untreated roads and sidewalks could become snow and
ice covered. Reduced visibilities... below one mile at times...
can be expected. Snow could cause downed tree limbs and power
outages.

* Temperatures... in the mid 20s.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow means severe winter weather
conditions are expected or occurring. Significant amounts of snow
are forecast that will make travel dangerous. Only travel in an
emergency. If you must travel... keep an extra flashlight... food...
and water in your vehicle in case of an emergency.

Flood Warning, Areal Flood Warning

The Flood Warning continues for
the little Kanawha river at Glenville.
* At 5:45 am Thursday the stage was 24.5 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 23.0 feet.
* Forecast... the river will continue rising to near 24.6 feet this morning.
The river will fall below flood stage this afternoon.
* At stages near 26.0 feet... water reaches the hotel foundation on south court
street next to the Old Bridge.
* A crest near 24.6 feet compares to a previous crest of 25.7 feet on November 23
2011.

All interested parties should take necessary precautions immediately.

Precautionary/preparedness actions...

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

* the widespread rain that caused water problems on Wednesday and
Wednesday night had transitioned to sleet and wet snow.
However... runoff was acting to continue the water problems this
morning. Many County flood warnings were still active... for
stream and creek flooding.

* Minor to moderate flooding will also be likely through today
along a few of the larger rivers.

Precautionary/preparedness actions...

The Flood Watch means the potential for additional flooding
continues.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

* At 9:45 PM Wednesday the stage was 22.9 feet.
* Minor flooding is forecast.
* Flood stage is 23.0 feet.
* Forecast... rise above flood stage by midnight... and continue to rise to near
25 feet by Thursday afternoon.
* At stages near 23.0 feet... water covers some streets and reaches some buildings
near the river.
