Winter Storm Warning

... Winter Storm Warning remains in effect from 4 PM this
afternoon to 1 PM EST Thursday...

* timing... colder air will move in from northwest to southeast
this afternoon through tonight... changing precipitation from
rain... to a mixture of snow and sleet during the late afternoon
on Wednesday. The precipitation is expected to change over to
all snow around midnight early Thursday morning. Snow will
lighten and taper off Thursday afternoon.

* Snow and sleet accumulations of 7 to 9 inches are possible. A
light glaze of ice from freezing rain is also possible from this
afternoon into early this evening.

* Impacts... snow accumulations of this magnitude will make
travel difficult to treacherous. In addition... the heavy wet
nature of this snow will cause stress on weak structures and
could also lead to downed power lines and trees with some
power outages possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

* at 714 am EST... Doppler radar indicated heavy rain moving across
parts of the warning area. As much of three quarters of an inch to
one inch of rain has already fallen. Up to another inch could fall
by mid afternoon. Rainfall rates of one quarter to a half of an
inch per hour on the already saturated ground will likely
overwhelm ditches and culverts. Small streams and creeks should
also flood with this additional rainfall.

that heavy rain was falling over the area. That heavy rain will
cause flooding. Up to one inch of rain has already fallen since
midnight and up to another inch could fall by mid afternoon.

The Flood Warning continues for
the Kentucky River at Heidelberg.
* From Thursday morning to late Friday night.
* At 10:45 PM Tuesday the stage was 16.4 feet.
* Flood stage is 20.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage around 1 am EST on Thursday morning
and continue to rise to near 21.1 feet by early Friday morning. The
river will fall below flood stage by late Friday evening.
* At 20.0 feet... low lying areas flood.

today through Thursday.
