The National Weather Service in Hanford CA has extended the

* Flood Warning for...
snowmelt in...
northeastern Kings County in central California...
northwestern Tulare County in central California...
central Fresno County in central California...

* until 200 PM PDT Thursday

* at 1151 am PDT, emergency managers continue to report high water
flows and some flooding along the Kings River. Releases from Pine
Flat dam are expected to continue and will create the possibility
for additional flooding for the following locations, including but
not limited to Minkler, Kingsburg, and Grangeville.


Precautionary/preparedness actions...

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

Please report flooding to your local law enforcement agency when you
can do so safely.

A Flood Warning means that flooding is imminent or occurring. All
interested parties should take necessary precautions immediately.

The weather radar used by the National Weather Service forecast
office in Hanford will be down approximately an additional four
days. The radar should return to service during the day by Friday
, 30th of June. Technicians will continue to install important
technological upgrades during this period. However some damage to
the radar pedestal bearing was discovered during the upgrade and
new bearings will need to be installed. While the work on the WSR-
88D was scheduled during a time when the impacts due to weather
will be minimal, other radars and observation system have been
utilized to maintain situational awareness for any potential
impacts to office operations.

During the outage, radar coverage is available from adjacent
radar sites, including kdax Sacramento, kmux Monterey, kvbx
vandenberg, keyx Edwards AFB.

A crew will install a new signal processor, which replaces
obsolete technology, improves processing speed and data quality,
provides added functionality, and supports it security.

This is the first of four major upgrades, known as service life
extension projects, planned in the next five years to replace and
refurbish major components of the 20 year old wsr-88ds and to keep
the radars operational into the 2030s. The 150 million dollar
investment is being made by the three organizations that use these
radars, noaa's National Weather Service, United States Air Force,
and federal aviation administration. The other service life
extension projects include refurbishing the transmitter, pedestal,
and equipment shelters.

The tri-agency radar operations center, which supports the
radars, estimates it will take about 10 months to upgrade the
signal processor on all 159 operational wsr-88ds.
