Winter Storm Warning

... Winter Storm Warning remains in effect until 10 PM PST
Tuesday...

* main impacts: travelers may experience long delays. Chain
controls likely. Poor visibility due to snow and strong
southwest wind gusts over 60 mph will make travel hazardous.
Mudslides also possible across steeper terrain.

* Confidence... high.

* Locations... Interstate 80 over Donner Pass, Highway 50 over
Echo Summit, Highway 88 over Carson Pass, and Lassen park.

* Timing... periods of heavy snow through Tuesday evening before
dropping off to lighter snow Tuesday night.

* Snow amounts... up to a foot of snow expected down to about
5500 feet with 2 to 5 feet of snow possible above 6000 feet
between today and Tuesday evening.

* Snow levels... snow levels around 7000 feet dropping on Tuesday
to between 4000 and 5000 feet.

A Winter Storm Warning for heavy snow means severe winter weather
conditions are expected or occurring. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel, keep an extra flashlight, food,
and water in your vehicle in case of an emergency. Strong winds
are also possible. This will make travel very hazardous or
impossible.

Alpine County in northern California...
Sierra County in northern California...
southeastern Lassen County in northern California...
Storey County in western Nevada...
southern Washoe County in western Nevada...
Douglas County in western Nevada...
northern Lyon County in west central Nevada...
Carson City in western Nevada...

* until 1130 am PST Tuesday

* at 1123 am PST, heavy rain continues to fall with more rain
expected through midnight tonight. Around one inch of rain has
already fallen with another 3 inches of rain possible through
midnight.

* Some locations that will experience flooding include...
Reno, Carson City, Beckwourth, Doyle, Gardnerville, Virginia City,
Chilcoot, Sparks, Dayton, Spanish Springs, Washoe Valley, and the
Carson and Sierra valleys.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

The Flood Warning continues for
the Sacramento River at Ord Ferry.
* At 8:45 am Monday the stage was 115.4 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast to recede to near 114.5 ft early tomorrow morning then
forecast to fluctuate near 114.5 ft thru late tomorrow morning.
* Flood stage 114.0 ft
* monitor stage 110.0 ft
* impact... near 114.0 feet, designated flood stage. Design overflow
level for m&t, 3bs and Goose Lake flood control facilities to
divert flood flows into Butte basin. M&t overflows close River Road
from Ord Ferry Road to Chico Road. Ord Ferry Road is already
closed.
* Impact... near 110.5 feet, head cuts in 3bs Silt Weir start overflow
into Butte basin, flooding dips on Ord Ferry Road west of River
Road. Persistent flows at or above this level increase flooding in
Butte basin. Ord Ferry Road and additional roads in Glenn and
Colusa counties are closed due to flooding.

* At 8:45 am Monday the stage was 181.4 feet.
* Forecast to fluctuate near 181.5 ft thru near this midnight then
expected to rise above flood stage of 183.0 ft late tomorrow
morning with continued rise expected.
* Flood stage 183.0 ft

The Flood Warning continues for
the Sacramento River at Tehama bridge.
* At 8:00 am Monday the stage was 214.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast to fluctuate near 214.0 ft thru late this morning then
forecast to recede to near 213.5 ft then forecast to rise to near
215.0 ft late tomorrow morning with continued rise expected.
* Flood stage 213.0 ft
* monitor stage 210.0 ft
* impact... near 214.0 feet, between two hundred thirteen and two
hundred fourteen feet the County park becomes inaccessible. At two
hundred forteen feet water begins to enter Driftwood RV fishing
resort on East Bank of river and just north of the County park.
* Impact... near 213.0 feet, flood stage - Road inside trailer park and
turn around site under rr tracks (tehama/Vina road) become
impassible. Water is into area around structures on east side of
river. No structural damage. Sheriff's office issues advisory.
Makes sure pelhams Bay, Snug Harbor, river inn (small trailer Parks
all in a row on east side of River North of bridge) know of
advisory.
* Impact... near 210.0 feet, water into RV park on east side of river.
Tires of trailers get wet.

The Flood Warning continues for
the Middle Fork feather river near Portola.
* From Tuesday morning to Friday morning.
* At 2:30 am Monday the stage was 6.0 feet.
* Flood stage is 8.5 feet.
* Major flooding is forecast.
* Forecast... rise above flood stage by Tuesday morning and continue
to rise to near 10.9 feet by early Wednesday morning. The river
will fall below flood stage by early Thursday afternoon.
* Impact... major flooding from Beckwourth to Sloat. Homes,
businesses, structures, and roads may experience significant
flooding. Sleepy pines motel and other structures along the river
in Portola may flood. Highway 89 near Clio flooded. Flooding of
portions of Highway 70 are also possible.
* Flood history... this crest is about 0.7 feet higher than
the crest of January 10, 2017, but 1.7 feet lower than the crest
of February 11, 2017.

effect until 400 PM PST Thursday for Colusa... Yolo... Sutter...
Solano... Plumas... alpine... Placer... Shasta... Lassen... Amador...
Tuolumne... Sacramento... lake... Stanislaus... San Joaquin... El
Dorado... Calaveras... Tehama... Butte... Glenn... Sierra... Yuba and
Nevada counties...

* interior northern California will experience another significant
uptick in flooding problems starting late tonight and continuing
through Monday night as an intense atmospheric river type storm
arrives.

* Our entire region has saturated soils and many flooded areas
already. This will enhance the impact of additional heavy rains
this week.

* Additional stress will be placed on levees, rivers, creeks, and
streams.

* We may see flooding in locations which haven't been impacted in
many years.

* We are strongly advising all residents in interior northern
California to be prepared for flooding.

Precautionary/preparedness actions...

Be prepared to evacuate if flooding should affect your area. Gather
a "go bag" with important items like medications and hard to replace
documents. Do not Forget to plan for you pets and animals.

Please never drive across flooded waters and roadways, especially
flowing water. Most people who are killed or injured during floods
are attempting to drive through flooded waters. Turn around, don't
drown!
